Finalidad u objetivo de la ayuda:

In order to promote the rights, inclusion and participation of people with disabilities in all aspects of life, it is essential to mainstream a disability perspective in all relevant policy areas and at all stages of policy making. This call for proposals aims at supporting pilot projects, which are intended to facilitate and encourage actions to mainstream disability issues:
- in all relevant policy areas: that is in policies having an impact, direct or indirect, on the situation of people with disabilities;
- at all levels (EU, national, regional and local);
- at all stages of policy-making (from policy preparation, planning and decision-making to policy implementation, monitoring and evaluation);
- with all relevant actors, including organisations representative of people with disabilities, to foster partnerships between all the stakeholders.

The pilot projects are expected, in particular:
- to identify and/or develop the analytical and educational techniques and tools to be used for mainstreaming disability at the various levels concerned taking into account the actual situations in the 25 Member States;
- to develop EU and national knowledge on the strategy of mainstreaming, in particular, through exchange of experience and good practice as regards mainstreaming methodologies and evaluation of results;
- to identify/develop knowledge, exchange good practice and promote networking between the relevant stakeholders taking into account the priorities defined under item 4 below.

The Community's financial contribution will not exceed 80 % of the total eligible costs of the proposal between a minimum grant of 180.000€ and a maximum grant of 500.000€.

Detalle beneficiarios:

A proposal is to be presented by a project co-ordinator organisation, which will take legal and financial responsibility for the proposal and will be the contracting party with the Commission.
Accordingly, each proposal must be submitted to the Commission by a single co-ordinating organisation.
Project co-ordinators generally form ad hoc partnerships in the presentation of a proposal.

This call for proposals is open to public and/or private bodies/organisations.
These can include national, regional or local authorities; bodies/organisations responsible for the promotion of the rights of people with disabilities; social partners (at all levels); chambers of commerce; social service providers, third sector, non-governmental organisations or equivalent; universities and research institutes; bodies responsible for standardisation and norms, private companies, the media, etc.

¿Qué gastos o inversiones que realices te pueden subvencionar?

Eligible actions include pilot projects aimed, in particular, at exchanging information and transferring experience and good practice.
Projects must have a clear focus and may concern, for example:
Development of innovative approaches; the transfer and adaptation of existing approaches, instruments and good practice; the development and piloting of new model approaches; the comparison of the effectiveness of processes, methods and tools related to the chosen themes; joint development of products; strategy and methodology; adaptation to different contexts of methods, tools and processes identified as good practice; and/or dissemination of results; profile-raising materials; events; the development of indicators and instruments for analysis which will underpin policies and programmes for equal opportunities for people with disabilities at local, regional and national levels, etc.

Priority areas of activity:
A. Integration of the equal opportunities dimension for people with disabilities in all policies and activities (mainstreaming).
B. Actions to mainstream the portrayal of people with disabilities in and by the media.
C. Research concerning the situation of women with disabilities and promotion of disabled women's networks.
D. Research on disability issues and promotion of networks and co-operation.

Requisitos:

Project co-ordinators must be:
1. existing networks with members in at least five or more of the enlarged European Union of 25 countries.
or
2. organisations having constituted ad hoc partnerships for the present proposal involving, in the first instance, partners based in a least five or more of the enlarged European Union of 25 countries.
The project co-ordinator organisation must have its own legal status and be registered.
